Their bold plan, which includes the postponement until autumn for the adoption of 7 laws, took shape on Sunday evening, and even then they requested the conversation with Rumen Radev. The crisis requires a non-standard solution,

The adoption of the laws is a precondition for the formation of a government. For this reason, we currently do not have a candidate for Prime Minister. An indication of where the process is going will be the vote on the declaration, Bojanov explained on his way out.

Already on Wednesday, PP-DB is sending its proposals to all deputies, they hope that the document will be voted on this week.
Minutes after their request, however, came the first refusal. The pre-commitment to pass laws is a mockery of the constitution, said the deputy head of the DPS group Yordan Tsonev. These requests were due to “feeble attempts to appoint people to the regulators”.

What can the National Assembly do for the three months that PP-DB requested from the president? However, the PP-DB list is topped by the new anti-corruption commission, which requires a qualified majority.

Guarantees for compliance with the requirements for depoliticization of the candidates and confirmation of the public nature of the parliamentary quota in the SSC and VPS; a transparent process for nominations and hearings of candidates for the professional quota; they retain their status as judges, prosecutors and investigators and continue to exercise their professional functions; development of the principle of judicial self-governance, regular attestations and competitions, limiting the secondment of magistrates, etc.
Effective sanctions against conduct that undermines the prestige and independence of the judiciary and violates professional standards; a new model of internal organization of the prosecutor’s office, a vertical structure to guarantee efficiency and accountability, the uniform application of laws and state criminal policy in all its structures; judicial control over the acts of the prosecutor, the introduction of electronic justice and guarantees for the random allocation of cases
* Changes to the Act on the Protection of Persons Submitting Whistleblowers or Whistleblowers
* Changes in the Code of Criminal Procedure against abuses of the SRS and the concealment of information important to society under the pretext of “investigative secrecy”
* Adoption of the Personal Bankruptcy Act (a condition of the recovery plan)
* Election of a new ombudsman
* First step in the reform of the security services – introduction of periodic checks for integrity and loyalty, incl. with a polygraph.
In addition to the priorities proposed by PP-DB, this National Assembly has several more tasks to complete:
* Possible Act of Parliament after the return of the constitutional changes. In its decision, the SC is expected to give instructions to the people’s representatives on how to proceed and how to apply the old/unrepealed new provisions in the basic laws. If the constitution turns out to have a “hole”, the deputies will have to “patch” the legal framework.
* For the first time, the military has such a generous budget – 2 billion, but so far the rearmament deals are still not in order in the parliament. Possibly only the one for the new 3D NATO radars can be voted on quickly by the 50th NA, without them and the expected F-16s will hardly be absorbed as a technology.
* There is increasingly persistent talk of updating the budget, especially in view of the prospect that the next parliament will be constituted late and this will postpone the schedule for the preparation of the one for 2025. For example, money to pay the second tranche of state aid to farmers because of the war in There is currently no Ukraine. Farmers will expect about BGN 600 million at the end of the year, the prime minister’s adviser on agricultural affairs, Vasil Grudev, explained some time ago.
