Pre-election period: warning from law enforcement

Senior leaders of the security forces yesterday declared war on the regime’s detractors. The commander of the national gendarmerie, the chief of staff of the army and the director general of the national police indicated in a press release that they will not tolerate acts of disruption in all their forms in the country. “Madagascar does not need disruption or crisis and deserves peace and stability,” they specify.

These senior state officials, senior officers of their respective bodies in addition, indicate that they have the mission to “protect the institutions, the people and their property”. “There is no outcome other than the election which allows the population to use their power to elect whoever they want to lead the country. Nor is there any structure that can arise that can take popular sovereignty,” they add.

Thus, the signatories of this press release indicated that they were “uncompromising” in relation to compliance with the law in force, without however specifying the real targets of their declaration. As a result, interpretations are rife and some believe that this statement is addressed, among others, to the leaders of the churches of the World Council of Christian Churches (FFKM). They recently took the initiative to bring together politicians with the aim of establishing solid foundations allowing progress in a peaceful election in Madagascar.

If potential candidates for the race for the supreme office, in particular those who come from opposition to the current regime, rushed to participate in this FFKM initiative, those close to power were reluctant. Some politicians declared that the conditions are not entirely met for the holding of this presidential election scheduled for November 9, but the Prime Minister, Christian Ntsay, has already indicated that this will be the appropriate date and moment for the TO DO.

Others also believe that this declaration is particularly addressed to those who attack the President of the Republic concerning his dual nationality which the opposition parties consider as an important reason which must be taken into account to validate or not his candidacy in the presidential election. Senior civil servants of the State like these senior officials within the police have in principle the obligation to defend the one who appointed them to their position, hence this declaration in the form of intimidation.
