The Government reiterated its rejection of the report because it considers that it has no basis or evidence.

The President of the Republic, Guillermo Lasso, delivered to the Comptroller’s Office, on November 9, 2021, the certified documentation that will prove that his candidacy was registered without violating the Law on owning assets or capital in tax havens. Â

In an official statement from the Regime they announce that the President “in his commitment to transparency with the citizens reports that he delivered all the documentation (…) that reliably proves that when registering his presidential candidacy on September 23, 2020, did not breach article 4 of the Organic Law for the Application of the Popular Consultation.”

The section of the law prohibits candidates for elected public office from being owners, direct or indirect, of assets or capital in tax havens. Therefore, the Comptroller’s Office began the special examination in the case.

This occurs after the approval of the report of the Constitutional Guarantees Commission of the National Assembly on the ‘Pandora Papers’ case. The document considers that the President failed to comply with the Law, which was classified as a “serious political crisis, commotion and non-observance of the popular mandate.”

President Lasso, in his letter addressed to Verónica Cargua, team leader of the Comptroller’s Office, points out that the Assembly arbitrarily decided to commission the Constitutional Guarantees Commission to carry out the investigation of the ‘Pandora Papers’ case. “As expected, said Commission, chaired by Assemblyman Cabascango and made up mostly of members of the radical opposition to my Government, approved a prefabricated report on November 5 by majority and without debate.†. Â

In the documents presented to Controlaría, the Regime also indicates that President Lasso delivered certificates apostilled and translated by Trindent Trust Company, “which confirm that they had no ownership or management relationship in the Panamanian bank Banisi and the American trusts Bretten Trust and Liberty Trust, created on December 7, 2017†. Â
