For the Statesman, at the opening of the III Biennale of Luanda, only through this means will we be able to face and overcome the challenge of combating poverty, which is, after all, the biggest problem on the continent and what makes us vulnerable to greed and the arbitrariness that underlies them.

The biggest challenge, he said, is the need to correctly define development strategies and programs based on the use of available resources, creating dynamics to boost exchange at all levels, commercial exchanges, taking advantage of the technical and scientific knowledge of each of the countries and regions, with a view to creating factors that generate growth.

He admitted that he is perfectly aware of the complexity of the task, however, Africa must not give up on carrying it forward, because “we must guarantee a promising and prosperous future for future generations, who will be responsible for continuing the work that has been started”.

We must also undertake a gigantic effort to protect our markets from external shocks and strengthen them on the basis of national development programs that are based on the unavoidable need to diversify the economy, in order to make it more resilient by taking advantage of the entrepreneurial spirit of our people,” he continued.

On the other hand, he reiterated that Angola has contributed to the resolution of conflicts in Africa, particularly in the DRC, because it believes in perseverance and good results, highlighting that this must be the spirit of initiatives to put a definitive end to conflicts and begin, without any type of constraint, the process of sustainable development in Africa.

He called for consultation between everyone, with the active involvement of the African Union, in order to focus on finding a solution to the conflict in Sudan and other areas of our continent.

He also cited the scenario of instability that is observed as a result of terrorist actions unleashed by armed groups in the Sahel region and unconstitutional changes – known as coups d’état – in some countries in West and Central Africa.

This situation, he repudiated, has not always deserved the most vigorous condemnation and repulsion, and there are even cases in which coup plotters are given the same treatment as legitimate holders of power, a situation contrary to the principles and values defended by the African Union.

International panorama

Regarding the international panorama, João Lourenço considered it to be bleak, as a result of the war between Israel and Palestine and Russia against Ukraine, both of which, as a whole or even separately, constitute a serious and unequivocal threat to international security and world peace, with all the human, social, economic and political consequences.

He defended the need to improve the mechanisms of global governance, in order to reinforce their prevention and intervention capacity and not allow political tensions to degenerate into large-scale armed confrontation.

He regretted, with great sadness, the human tragedy that is being observed in Gaza, in the face of a kind of impotence on the part of the international community, revealing an inability to act with firmness and determination to stop the mutilation and death of thousands of defenseless and innocent human beings in that part of the world. Middle East.

This conflict, he concluded, has only one possible solution, which is necessarily based on the creation of the Palestinian State, under the various United Nations Security Council resolutions on the matter.

The Luanda Biennial is attended by the Presidents of Cape Verde, José Maria Neves, São Tomé and Príncipe, Carlos Vila Nova, and Ethiopia, Sahle-WorkZewed, as well as the Vice-President of Namibia, Nangolo Mbumba, and the First -Minister of Equatorial Guinea, Manuela RokaBotey.

The Luanda Biennale serves as a platform for implementing the “Action Plan for a Culture of Peace in Africa – Let us act for peace”, adopted in March 2013, in the Angolan capital, at the Pan-African Forum “Sources and Resources for a Culture of Peace”. VIC
