Eligibility criteria are increasingly restricted in the context of the next presidential election. The High Constitutional Court (HCC) has indeed published 15 documents to be provided, including the receipt for payment of the deposit of 200 million ariary for candidates who wish to participate in the race for the supreme magistracy. They have a little over a month to bring them together and send them to this body, knowing that the application opens from August 23 and will end on September 6.
Parts to be provided:
Declaration of candidacy bearing the signature of the candidate authenticated by a competent administrative authority; Full copy of birth certificate or a legalized copy of the national identity card; Malagasy nationality certificate dated less than six months; Criminal record extract Bulletin No. 3 issued by the competent public prosecutor’s office; Copy of the voter’s card or a certificate of registration on the electoral list; Certificate issued by the Tax Administration attesting that the person concerned has fulfilled his tax obligations and has paid all taxes and duties payable of any kind; Declaration on honor of the candidate according to which he has paid all taxes and duties payable of any kind; Sworn statement giving the exhaustive composition of the immovable property and transferable securities of the candidate as well as the nature of his income; Certificate of residence attesting to the presence of the candidate on the territory of the Republic of Madagascar for at least six months before the day of the deadline set for the submission of applications; Certificate of nomination of the candidate by a legally constituted political party or by a legally constituted coalition of political parties, or a certificate of sponsorship of the candidate by elected officials according to the legislation in force (art 7 of the organic law n ° 2018-009 of the May 11, 2018); Declaration on honor to respect the provisions of the Constitution filed with the High Constitutional Court; Receipt confirmed by a certificate signed by the head of the Caisse des Dépôts et Consignations attesting to the deposit of the contribution provided for in article 9 of the organic law n ° 2018-009 of May 11, 2018; Matrix on electronic medium of the specimen containing the characteristics to be affixed to the ballot paper; Copy of the deposit receipt for the declaration of assets, for the persons concerned; Declaration of integrity undertaking to comply with the provisions in force relating to the financing of electoral campaigns, in particular those relating to transparency, the fight against money laundering and corruption.
The HCC specifies that the application file must be drawn up in duplicate and accompanied by an inventory of the documents.
