Amit Jaiswal, Lucknow: In the Jankipuram expansion scheme, LDA officials in collusion got the registration of 123 people done in a fraudulent manner. Not only this, they also allotted the land of green belt and play ground in connivance with the land mafia. After 19 years, the CBI court has sentenced the then joint secretary, a government official and two other people. After the order of the CBI court, LDA is now preparing to cancel the registration of these lands.

LDA did not have the record of this allotment in Jankipuram Extension. Along with this, plots were cut in green belt and play ground and sold to many allottees. When the matter came to light in 2004, CBI investigated it. According to the CBI report, at least Rs 1.75 crore was lost due to this fraud. After this, FIR was lodged against many. The then LDA VC Dr. Indramani Tripathi had issued a letter on June 16 and said that the allotment of such plots which are marked as residential in the layout plan and the amount deposited for them is less, should be surveyed and the allotments should be regulated by depositing the amount along with interest at the current rate. However, his order remained in cold storage.

In the complaint given by the Deputy Secretary of LDA to the Kaiserbagh Police Station on 7th February 2008, it was said that during the tenure of 14 officers and employees including the former Joint Secretary, 123 plots were allotted fraudulently. In this, the plots were transferred by collecting 10% transfer fee. Not only this, the park was also sold fraudulently. All this has been revealed in the investigation.

Names of many clerks are under investigation
The names of 19 people including three PCS officers are involved in the Jankipuram scam. The government had ordered recovery from all the accused. These include the then joint secretary RN Singh, Mishrilal Paswan, Shripal Verma, planning assistant Ramnarayan Dwivedi, JP Gupta, section officer Shyam Kishore Gupta, Nagar Koti, draftsman Puran Singh, under secretary and property officer Ramprakash Singh, Rampyare Singh, executive engineer KK Pandey, assistant engineer DP Singh, DV Mathur, KK Pandey, junior engineer OP Pandey, Jaidev Wadhwani, Anil Kumar Johri, Pankaj Kapoor. All of them have retired.

Waiting for the report of these cases
On 25 September, LDA had exposed the land adjustment scam worth Rs 100 crore in Gomtinagar Extension. For this, the then officers were asked to investigate and submit a report within a week. Even after 9 months of the case, the accused have not been identified yet. Meanwhile, the VC and Secretary who ordered the investigation have been transferred.

Let us tell you that in the year 2000, LDA had acquired 1146.75 acres of land of many villages including village Maleshamou under Amar Shaheed Path, Gomti Nagar Extension Scheme. In which the land of Maleshamou (Khasra number-673a) was not included in the scheme due to being the land of Gomti river. But, the accused Raj Ganga Developers, in connivance with the officers and employees posted in the acquisition section, showed a part of this land (Khasra number-673 b) as their own.

Along with this, the accused builder had taken expensive land from the department in the name of adjustment. While investigation revealed that it is river land. The then LDA VC Dr. Indramani Tripathi had ordered the then Secretary Pawan Gangwar to investigate. In this case, LDA VC Prathamesh Kumar said that he has gathered information about the ongoing investigations by holding a meeting with the officers. Soon, action will be taken and the allotment done against the rules will be cancelled.
