Prime Minister Han Duck-soo inspected the damage caused by heavy rain on the 10th and reviewed the government’s response plan.

Prime Minister Han convened a video conference among relevant organizations at the Seoul Situation Center of the Central Disaster and Safety Situation Room in the Government Complex Seoul this afternoon. The Ministry of Public Administration and Security, Ministry of Environment, National Police Agency, National Fire Agency, Korea Forest Service, and Korea Meteorological Administration were in attendance.

After receiving reports from each agency, Prime Minister Han said, “The government’s biggest goal is to minimize casualties,” and “In a situation where extreme heavy rain has become routine, the government and local governments must respond more thoroughly to protect the lives and safety of the people.”

He continued, “Even if it is not a special management area, when there is a risk factor, it is necessary to strongly and preemptively induce evacuation even if it seems unreasonable, and based on the cooperation of the police, thorough control is necessary so that not only ordinary pedestrians but also cars do not pass through the risk area.”

Prime Minister Han encouraged public officials who are continuing emergency work, and asked them to “be more proactive and preemptive in their work, as it is the duty of public officials to protect the lives and safety of the people.”

The Ministry of the Interior and Safety reported that 2,585 households and 3,568 people in six cities and provinces have temporarily evacuated, and as of the time of the meeting, 1,151 households and 1,668 people are evacuating.

The Ministry of the Interior and Safety added, “14,579 civil servants across the country have been put on emergency duty, and we will conduct emergency inspections and take supplementary measures in areas already damaged, areas vulnerable to landslides, and river and reservoir embankments in preparation for additional heavy rain.”

The Ministry of Environment announced in a report on dam and river flood management trends and plans that “after the start of the rainy season, dams were operated in a way that stored floodwaters, and flood control capacity is currently being secured by implementing water gate releases at seven multipurpose dams.”

The Ministry of Environment reported that as of the time of the meeting, 13 flood warnings and 13 flood watches had been issued, but water levels were falling in all cases.

The Korea Meteorological Administration reported that the maximum hourly rainfall (the amount of rainfall that fell in one hour) measured in Geumsan, South Chungcheong Province, Chupungnyeong, North Chungcheong Province, and Gunsan, North Jeolla Province was a 200-year frequency heavy rainstorm, and that “more thorough preparation is necessary as the precipitation area is very narrow (20-30km) and the precipitation intensity is intensified at night.”
