priority projects for the five-year period

by time news

“This five-year term will be ecological or it will not be”, promised Emmanuel Macron before his re-election on April 16 in Marseille. The Head of State also announced that he wanted to go twice as fast on reducing greenhouse gas emissions, while France is behind on its climate objectives and has been called to order twice by Justice. Decarbonization of the entire economy, profound modification of food and agricultural systems, protection of biodiversity, abandonment of the most dangerous phytosanitary products, fight against pollution… If he wants to keep his commitments and make France a “great ecological nation”, the president will have to accelerate on many fronts. Overview of some priority projects.

Choose the right governance

A few days before the appointment of the new Prime Minister and the designation of his government, the ministerial architecture of environmental and climate policy has not yet been definitively decided. There are certainly the announcements of the candidate Macron, in Marseille, which drew the framework: a prime minister “in charge of ecological planning” and two ministries « forts », one for the “energy planning” and the other “responsible for territorial ecological planning”. A diagram which seems difficult to concretize when it comes to specifying the attributions of these ministries.

“With a Prime Minister in charge of ecological planning, it is no longer just the Ministry of Ecological Transition that discusses with the other ministries, advance Barbara Pompili, current minister of this transition. All must implement this policy. » This new responsibility of Matignon could be declined by the arrival of a general secretariat for ecological planning, under the direct authority of the Prime Minister, declines Pascal Canfin, MEP (Renew Europe) and president of the environment committee of the European Parliament. .

But nothing is defined yet. How to plan energy production when we know that it is closely linked to the territorial issue, for example with regard to the location of wind turbines? What about the future of Roquelaure, seat of the current Ministry of Ecological Transition, which would be split in two? For people close to the file, the current ministry, with its prerogatives – housing, transport, biodiversity, etc. –, could remain, renamed with the new “territorial ecological planning” label, thus keeping its central directions, with the exception of energy.
