In response to a question on “Natural Disaster Risk Management” in the House of Councilors, Mr. Laftit explained that the Natural Disaster Risk Management Fund contributed to the financing of the aforementioned Program to the tune of one third of the total amount, stressing that it is one of the three sub-programs of the Integrated Natural Disaster Risk Management and Resilience Program, which was established as part of the proactive approach adopted by the Ministry to monitor, control and follow up on disasters, instead of just intervening when they occur.

Regarding the second sub-programme, the Minister noted that it concerns the development of strategic planning mechanisms and the improvement of the institutional framework for the management of risks linked to natural disasters, which enabled the adoption of the national strategy for the management of these risks for the period 2020-2030.

In this sense, he stressed that this strategy is intended to be a key mechanism that has made it possible to unify the strategic vision of all stakeholders concerned through the adoption of an integrated and participatory approach and the strengthening of coordination and good governance mechanisms between the various public authorities, while developing the capacities and means of establishments working in the areas of monitoring, relief and intervention.

As for the third sub-program, Mr. Laftit specified that it aims to improve the financing and insurance process in the face of risks related to natural disasters, mentioning in this sense the creation of a compensation system for victims of natural disasters under the promulgation of Law 110.14 establishing a system of coverage for the consequences of catastrophic events.

This system establishes a dual method of compensation, combining an insurance scheme for the benefit of victims with insurance contracts, and another solidarity scheme for the benefit of people not covered, whose compensation is provided by the Solidarity Fund against catastrophic events, he added.
