Promotion in Electricity Board; About two thousand workers are waiting

Alappuzha: About 2000 workers are waiting for promotion in Electricity Board. The promotion issue was made before the Central Electricity Authority fixed ITI or Diploma as the basic qualification for workers. The old condition of worker appointment was not to pass 10th standard. Although the Supreme Court directed that those appointed on that day can be promoted, the Advocate General gave a legal advice that only temporary promotion should be given with the condition that they should have attained the prescribed qualification within a specified period.

The duration has been fixed at 5 years for obtaining ITI or equivalent qualification and 7 years for obtaining Diploma or equivalent qualification. But the promotion process was frozen when this provision was submitted along with a private petition in the Supreme Court as proof that the employees were not qualified.

There are few recognized institutes in Kerala that offer part-time ITI and diploma courses. To qualify, one has to take a long leave from work and attend colleges. Workers say this is also impractical.

There is no rank list in worker post

KSEB Worker Rank List published in September 2013 expired in 2016. After that no appointments were made through PSC. There were only contract appointments. Efforts are also being made to stabilize them. Most of the people included in the rank list published in 2008 were appointed. Three times as many candidates were included in the 2013 list, but only one-third of the recruitment was done in 2008.
