The Attorney General’s Office has granted opportunity principles to Gabriel Alejandro Dumar Lora and Juan Carlos Ángel Cáceres Bayona, in the framework of the investigations for the cases of Odebrecht and Centro Poblados, respectively.
Resolutions 0327 and 0328, issued on August 1, 2024, establish the conditions for these judicial decisions.
Town Centers: Partial Suspension for Cáceres Bayona
In the case of Juan Carlos Ángel Cáceres Bayona, the principle of opportunity implies the partial suspension of criminal action for one year.
Cáceres Bayona is accused of embezzlement and has agreed to collaborate as a witness in the investigation against other suspects in this corruption case. In addition, he has agreed to return 9.062 billion pesos, money that he had appropriated from the advance of contract 1043 of 2020 intended to provide internet to rural schools. To date, Cáceres Bayona has reimbursed 3.302 billion, leaving 5.760.427.303 pesos pending to be returned.

Odebrecht: Partial immunity for Dumar Lora
Gabriel Alejandro Dumar Lora, for his part, has received a principle of opportunity under the modality of waiver of criminal action with partial immunityin relation to the money laundering investigation in the Odebrecht case. The Prosecutor’s Office has acknowledged that Dumar Lora has contributed significantly to the progress of the investigation and the imposition of sentences against other people involved, such as former congressmen Antonio del Cristo Guerra de la Espriella and Bernardo Miguel Elías Vidal.
Dumar Lora, who acted as legal representative of a consortium that signed contracts with the Ruta del Sol II Concessionaire, illegally received and administered 6,558,122,125 pesoswhich were later handed over as bribes to public officials. Although he received 175,015,126 pesos for his illegal activities, he has returned, at an updated value, 215 million pesos.
