Supervision companies supervising the construction of Korea Land and Housing Corporation (LH) apartments, including the Incheon Geomdan Jai apartment complex, which was criticized as a ‘pure apartment complex’ due to a collapsed parking lot, have been brought to trial on charges of dividing up a 570 billion won worth of bids.

The Seoul Central District Prosecutors’ Office’s Fair Trade Investigation Department (Chief Prosecutor Kim Yong-sik) announced on the 30th that it had indicted 68 people, including executives of 17 auditing companies, on charges of violating the Fair Trade Act.

According to the prosecution, these companies are suspected of colluding to predetermine successful bidders for 79 LH projects worth 500 billion won and 15 Public Procurement Service projects worth 74 billion won. Also indicted are the Geomdan Jai supervision company, whose underground parking lot collapsed due to missing rebar in April last year, and the Gwangju Hwajeong I-Park supervision company, which was involved in a collapse accident in January 2022.

It was found that the bidders used marks such as ‘Sangsang e-Sang’ in their bids to neutralize blind evaluations and make them recognizable to the lobbied judges. It was found that in this way, they shared about 70% of LH’s annual order plan in 2020.

18 judges were brought to trial on bribery charges. They were found to have given the highest score to the company that requested the favor during the judging process and received 30 million won, and gave the lowest score to the competing company and received 20 million won. According to the prosecution’s investigation, there was a judge who said to his wife, “I have 9 years and 8 months left (until retirement), so I have to work hard to judge and earn money.”
