In development of research by the network of corruption that the Brazilian construction company Odebrecht to carry out infrastructure works, this Tuesday the prosecution announced that it will file charges against the former presidential candidate Oscar Ivan Zuluaga, to his son David Zuluaga –whoever was her campaign manager– already ex-minister Cecilia Alvarez.
The agency noted that there is “abundant evidence material” against those involved, while it reported that it also filed an investigation against the former Minister of Education, Gina María Parody due to atypicality of the conduct for which she was denounced.

In the case of Zuluaga, the Prosecutor recalled that in 2014, when he was a presidential candidate, would have met several times, in his apartment in the north of Bogotá, with the former Odebrecht director In colombia, Eleuberto Antonio Martorelli.

On the other hand, it will impute Cecilia Elvira Alvarez Correa-Glen, who acting as Minister of Transportation of former President Juan Manuel Santos (between September 2012 and August 2014), would have endorsed the celebration of two additions to the ‘Ruta del Sol II’ contract, which added to the road project the construction of the Ocaña (North Santander) – Gamarra (Cesar) section.
“To comply with various clauses contained in the addendums and guarantee more sources of financing for the concessionaire, of which Odebrecht was a part, the then minister issued a resolution on July 22, 2014, that allowed the concessionaire ‘Ruta del Sol’ to install two new toll stations and raise the charge in another five that they were in operation”, determined the agency, claiming that the actions were carried out without technical studies and without authorizations.
For the Prosecutor’s Office, the former official, apparently, favored the concessionaire ‘Ruta del Sol’ and benefited a fluvial project on the Magdalena river that he planned to open a terminal in Gamarra (Cesar), since he guaranteed a main access road which would be the Ocaña – Gamarra route, added to the ‘Ruta del Sol II’.
“The particular interest in the case that prevented Mrs. Álvarez Correa – Glen participate in the addition of the Ocaña – Gamarra section, because before assuming the Ministry of Transportation He was part of the board of directors of several companies linked to the construction of the aforementioned port project with a multimodal approach, where they had family economic interests of their partner,” the entity concluded.
Finally, the investigation against the former Minister of Education, Gina María Parody D’echeona, as possible responsible for crimes of undue interest in the conclusion of contracts and contracts without compliance with legal requirements.

However, a prosecutor delegated to the Supreme Court of Justice did not find the contract crime configured without compliance with legal requirements, since the ex-minister did not participate in the processing and celebration of the questioned addendum. The crime of illicit interest in the execution of contracts was also ruled out, since the position she held had no relation to the contractual purpose.
