Health research is essential for decision-making and actions that guarantee comprehensive care for the population. In this context, the Ministry of Public Health (MSP) created the National Health Research Directorate (DNIVS), whose main focus is research, the strengthening of ethics and the development of means of scientific dissemination and dissemination in the field sanitary.

In addition, this Directorate provides support to institutions in the formation of Ethics Committees for Research in Human Beings (CEISH) and Healthcare Ethics Committees (CEAS), which are essential to guarantee the protection of the rights of patients and ethics in research. Currently, Ecuador has 21 CEISH and 14 CEAS approved.

In August 2022, the MSP issued the Regulation Substituting the Regulation for the Approval and Monitoring of CEISH and CEAS with the purpose of adapting the operation of these committees to scientific and medical advances and ethical dilemmas that may arise in research and practice. care. In addition, committee approval time has been reduced to a maximum of 30 days.

CEISH can be established in academic institutions, public or private tertiary hospitals, and public health research institutes. They play a fundamental role in the evaluation and approval of any type of research project that involves the participation of human beings, their biological samples and/or personal data. This ensures that the rights, dignity and well-being of research participants are protected.

On the other hand, the CEAS are closely linked to health establishments and provide services to users, health, administrative or managerial personnel. Its main function is to analyze and advise on ethical issues in healthcare practice, guaranteeing responsible, quality medical care and with the full consent and participation of patients.

With the modification of the ethics committee regulations, research and healthcare informed consents are evaluated in any part of the country where there is a committee approved by the MSP. The list of approved committees can be consulted at the following link:

The DNIVS carries out monthly and annual monitoring, as well as on-site visits, to accompany and strengthen the already established committees, providing them with support in the processes of continuous improvement. So far in 2023, zones 3, 6 and 7 have been visited in order to strengthen competencies and promote the creation of new committees throughout the national territory.
