The changes, known as the “SIP of tomorrow,” were effectively implemented in August 2024 and are designed to improve efficiency in a region serving the city of Lille and surrounding areas.

New Organization Aims for Efficiency

The LILLE 3 SIP is adapting to a growing demand for services, with a focus on user contact and claim resolution.

  • The LILLE 3 SIP handles nearly 18,600 in-person user contacts each year.

Eligible candidates for the 4th category CSC position include AFIPAs who have reached the 3rd step of their grade, IPs who have reached the 6th step of their grade, and the IDIV HC. Statutory conditions will be assessed as of December 31, 2025. Recruitment for civil servants may involve secondment, assignment, or a PNA, depending on their original body. Remuneration for non-civil servant candidates will be based on their diploma level and professional experience.

Service Capacity and Challenges

The LILLE 3 SIP currently employs 1 job in the CDS category, 3 in the A category, 14 in the B category, and 17 in the C category. As of December 31, 2025, the office anticipates handling 116,954 tax-related cases, with 59,983 of those being taxable. User contact is substantial, including 18,570 in-person visits, 29,316 telephone calls, and 19,383 electronic contacts.

What types of claims does the LILLE 3 SIP address? The office processes 3,662 claims (gx+ctx) annually, demonstrating a significant demand for dispute resolution services.

Recovery charges for 2025 are estimated at €376 million, broken down as follows: €238 million for IR (income tax), €130 million for TF (property tax), €4.7 million for TH (housing tax), and €3.3 million for IFI (wealth tax).

Location and Collaboration

The LILLE 3 SIP is located in the Lille suburbs, at the LOMME CDFiP, 22 rue Lavoisier. This location houses both the LILLE 3 and LILLE 1 SIPs, which collectively serve the entire city of LILLE and part of the Lille metropolis. It also includes the headquarters of the departmental SDIF and the Lille SPF.

First-level physical reception and telephone support are shared between the LILLE 3 and LILLE 1 SIPs on a weekly rotation. When LILLE 3 handles in-person reception, LILLE 1 manages all telephone inquiries for both services, and vice versa. This collaborative approach ensures continuous service coverage.

The “SIP of tomorrow” organizational structure divides the LILLE 3 SIP into three teams: a “Support” team with 17 positions, a “Regularization” team with 12 positions, and an “Accounting-general secretariat” team with 6 positions. This restructuring aims to optimize workflow and enhance service delivery.
