What if Élisabeth Borne pulled out a new 49.3 as soon as parliament started? “This remains the most likely scenario, unfortunately,” laments Jean-René Cazeneuve, the general rapporteur (Renaissance) of the budget. Already used eleven times by the Prime Minister, this article – which allows a bill to be passed without a vote – could well be back during the examination of the public finance programming law (LPFP), this Monday in committee and Wednesday in the hemicycle. A text which sets France’s financial trajectory until 2027. It had already been rejected at first reading by deputies a year ago.
