Purchasing power: what aid is provided for tenants?

Faced with inflation that has reached its peak, according to Bruno Le Maire, Minister of Economy and Finance, the government has planned to help tenants, who are particularly affected. But these aids are less important than the support provided for the most modest households or motorists. What aid will you be entitled to as a tenant and under what conditions? The Parisian takes stock.

A cap on rent increases

The benchmark rent index will rise by 3.5% in July and then remain stuck at this level for a year, a measure presented by the government as a compromise between the interests of tenants and landlords. Without this freeze, the increase could have exceeded 5% according to the government. This device, called “rent shield”, will be included in the amending finance bill, after the submission of a parliamentary vote this summer.

Tenants’ defense associations reacted badly after this announcement. “It’s double punishment for tenants who are already suffering from the increase in energy, food and gasoline prices, when a freeze would only have caused a loss of income for lessors”, s protests David Rodrigues, lawyer in charge of housing at the association Consumption, housing and living environment (CLCV).

The increase in personalized housing assistance (APL)

In parallel with this cap, personalized housing aid (APL) will also be increased by 3.5%. A rent freeze has never been relevant, “a false good idea that would seize up the entire housing supply”, we explained to Bercy. Owners are also victims of inflation, which should reach 5.5% on average in 2022. An increase in maintenance costs and energy renovation work is therefore to be expected.
