Non-working days have been announced with pay, and after vaccination against COVID-19, it is proposed to give two days off. Non-working days can be extended if necessary, he said.

According to the calendar approved by the government, 6 out of 9 days declared non-working today, and so should have been days off: October 30-31 and November 4-7. On Thursday, November 4, National Unity Day is celebrated, and November 5 was made non-working, postponing the day off from Saturday, January 2.

The President ordered to expand the volume of testing in order to “timely identify the infected.” He also called on all Russians who have relatives who fell ill with COVID-19 to take sick leave. “Our main task now is to protect the lives of citizens and, as far as possible, minimize the spread of coronavirus infection,” said Mr Putin.

The President once again called on citizens to be vaccinated against coronavirus and called all Russian vaccines against COVID-19 reliable. “We only have two ways to get through this period. Get sick or get vaccinated. But it is better to be vaccinated, why wait for the disease or its consequences, ”he stressed.

The authorities of the regions in which the situation with COVID-19 is difficult are authorized to introduce non-working days from this Saturday, October 23. Among other suggestions by Mrs. Golikova:

  • employers transfer unvaccinated employees over 60 years of age to telecommuting for a month;
  • provide workers with two days off to vaccinate;
  • to tighten anti-epidemic measures in transport;
  • stop the work of catering and entertainment events from 23:00 to 6:00;
  • centrally purchase expensive drugs for hospitals.

Vladimir Putin also approved the proposals proposed by Deputy Prime Minister Andrei Belousov measures to support industries that will be affected by the introduction of non-working days… Mr. Belousov announced two main measures:

  • in the industries of small and medium-sized businesses, to make payments in the amount of the minimum wage (the minimum wage, now is 12,792 rubles) per employee, these payments will require 27 billion rubles;
  • to resume the program of credit support for the affected business, on which about 40 billion rubles could be spent.

  • A lump sum payment will be made in the amount of 1 minimum wage per employee. 1 minimum wage = 12 thousand 792 rubles. This will require about 27 billion rubles, coverage will be about 2 million people.
  • The program of credit support for the affected business will resume, on which about 40 billion rubles can be spent.
  • Acceptance of applications for payments will be organized from November 1 to December 15 through the Federal Tax Service. The payments themselves are planned to be issued from November 15 to December 31. They will be available eight working days after the application is submitted.
  • The payments will be received by enterprises that work in the sports industries, the hotel business, catering, the field of additional education, consumer services, culture, leisure and entertainment, and others.

At the beginning of the meeting, Ms. Golikova said that the incidence of coronavirus has been growing for a month now, and its level has been exceeded in 35 regions. She noted that “the increase in mortality is of particular concern,” for several days the number of deaths from COVID-19 has exceeded 1,000 per day. As the Deputy Prime Minister clarified, more than 90% of hospital beds for patients with COVID-19 are occupied in 27 regions, and 18 constituent entities of the Russian Federation have reached a critical level of mortality.

“There are 276.5 thousand beds deployed in the Russian Federation … As of yesterday morning, 86.6% of beds were occupied in the country as a whole. In 40 regions, the level of employment exceeds the national average. In 27 regions, bed occupancy is more than 90%, but the most difficult situation is in the Stavropol Territory, the Republic of Adygea, Chelyabinsk, Oryol, Amur, Samara, Saratov regions, where bed occupancy exceeds 95%, ”said the Deputy Prime Minister.

Tatyana Golikova also complained that those in contact with COVID-19 patients often do not comply with the self-isolation regime. It was possible to find out after comparing the data of Rospotrebnadzor on patients and the number of issued sick leave. “We see a multiple difference between those who should be on self-isolation and those who received sick leave (as contact patients. – “B”) “, – she said.

Over the past day, 1,028 coronavirus cases have died in Russia, which was the maximum since the beginning of the pandemic. The day before, Tatyana Golikova said that the insufficient level of vaccination against COVID-19 “does not allow to significantly affect the mortality rates.” Rospotrebnadzor complained that the measures taken by the regions to combat the pandemic were insufficient. According to the Ministry of Health, since the beginning of October, the increase in the number of active cases of coronavirus in the country has amounted to almost 23%, and over the past week – 12%.
