Russian President Vladimir Putin today appointed Mikhail Mishustin as Prime Minister after his nomination was voted by the lower house of parliament – the State Duma, the government announced, as quoted by Reuters and BTA.
The presidential decree on the appointment enters into force from the day of its signing.
Mishustin holds the post of Prime Minister of the Russian Federation for the second time. He has been in that position until now, having been appointed prime minister in January 2020, when Dmitry Medvedev’s second cabinet resigned.
In the last four years, amendments were adopted in the procedure for forming a government, TASS reminds. Previously, all cabinet members were appointed by the president. He only had to coordinate the election of the Prime Minister with the State Duma. All ministers are now approved in advance by the parliament. This procedure was added as an amendment to the constitution in 2020.
Mishustin’s candidacy was previously approved by the State Duma. Now that he has been officially appointed by presidential decree, he has yet to propose candidates for the ministerial posts, which must also be approved by parliament. An exception applies to the heads of the Ministries of Internal Affairs, Foreign Affairs and Justice. Candidates for the heads of these departments are determined by the head of state and appointed after consultation with the Federation Council (the upper house of the Russian parliament).
