Like all other states that have signed the Rome Statute on which the ICC is based, Mongolia “has an obligation to cooperate” with the court, a spokesman for the court said. Fadi al-Abdallah.

The Ukrainian Foreign Ministry also urged the Mongolian authorities to “transfer Putin to the2a“.
Several NGOs have joined the call. The country “must stop” Putin, who is “fleeing from justice,” insisted the executive director of Amnesty International in Mongolia, Altantuya Batdorj.

To Maria Elena Vignoli, According to Human Rights Watch, receiving the Russian president would be “an affront to the many victims of crimes committed by Russian forces.”

“Of course, every aspect of the visit was carefully prepared,” he added.

When a member country fails to fulfil its obligations to the ICC, the latter can appeal to the Assembly of Member States, which meets once a year, although any sanctions are usually limited to a reprimand.

Since the court was founded, other individuals who were the subject of ICC arrest warrants, such as former Sudanese dictator Omar al Bashir, have travelled to signatory states of the Rome Statute without being arrested.

Mongolia signed the statute in 2000 and ratified its accession two years later.
