Putin has arrived in Azerbaijan /

Baku has not joined the Rome Statute, which created the International Criminal Court (ICC), meaning Putin can visit Azerbaijan without risking detention.

In March 2023, the ICC issued an arrest warrant for Putin in connection with accusations of the illegal transfer of Ukrainian children to Russia. This is considered a war crime.

Due to the ICC warrant, the Kremlin host’s foreign visit routes are severely restricted.

The future development of the “strategic partnership and alliance”, as well as current international and regional issues, will be discussed during the talks between Putin and Azerbaijani President Ilham Aliyev.

Azerbaijan is considered a close partner of Moscow, at the same time it is an important supplier of energy resources to Western countries.

During the current trip, Putin is expected to comment on the progress of peace talks between Azerbaijan and Armenia related to the two countries’ long-running conflict over Nagorno-Karabakh.

Armenia, which has been one of Russia’s traditional partners and allies, has recently been trying to improve its relations with the West.

Relations with Moscow, among other things, have become colder. Yerevan accuses Moscow of not supporting it in the conflict with Azerbaijan.
