President Vladimir Putin instructed the government to prepare proposals for providing organizations in the field of artificial intelligence with impersonal data of Russians from various registries. He also proposed to introduce legislative changes, thanks to which citizens will be able to object to the processing of their personal data.

The President issued assignments following the Artificial Intelligence Journey 2021 conference on November 12. As regards the use of data, Prime Minister Mikhail Mishustin and Chairman of the Central Bank Elvira Nabiullina were appointed responsible. The government and the Bank of Russia must prepare proposals by June 1, 2022.

Mr. Putin proposes to provide sets of impersonal data to scientific organizations and organizations that develop “technological solutions using artificial intelligence.” We are talking about data from information systems of “the largest organizations of individual sectors of the economy and the social sphere.” The goal is the competitive economic development of entrepreneurship “subject to ensuring the security and confidentiality of personal data, including impersonal data.”

The president also wants to provide people with the opportunity “in certain cases” to dispose of their data, which is contained “in information systems.” It is assumed that the Russians will be able to object to the processing of information “about their business transactions, including personal data.”

In November, the Ministry of Digital Affairs ordered a daily monitoring of hacker forums, Telegram channels and other sites in order to identify leaks of personal data of Russians. The department wants to receive information from January next year.
