Putin instructed to introduce a tax deduction for investments in education

President Vladimir Putin approved the list of instructions following the December congress of the Russian Union of Industrialists and Entrepreneurs (RSPP). The head of state, in particular, ordered to amend the legislation on granting a tax deduction for investments in secondary education. The instruction was given to the government jointly with the RSPP, it must be executed by April.

The full list of instructions is published on the Kremlin website. The President also instructed:

  • government to finalize the law “On the sanitary and epidemiological well-being of the population”, paying attention to “strict observance of the rights of citizens”, as well as ensuring the availability of documents on vaccination against COVID-19 or a medical exemption from vaccination (submit a report by January 30; responsible – Prime Minister Mikhail Mishustin, Speaker of the Federation Council Valentina Matviyenko, Speaker of the State Duma Vyacheslav Volodin);
  • before the adoption of the said law, ensure the readiness of all the necessary infrastructure and technologies (report by January 20, responsible – Mr. Mishustin);
  • accelerate the connection of households to the Internet by 2024 (report by March 1, then every six months);
  • consider the issue of supporting infrastructure in privately owned technology parks (report – before April 1, responsible – Mikhail Mishustin, head of the RSPP Alexander Shokhin);
  • prepare proposals on measures to support exhibition, fair and congress activities (by March 1);
  • submit proposals for state support of climate projects similar to investment projects (by May 1, responsible – Mr. Mishustin and the head of the RSPP);
  • prepare proposals for the submission of documents on the principle of “one window” for state expertise, as well as state environmental and historical and cultural expertise (by May 1, responsible – Mikhail Mishustin, Alexander Shokhin);
  • Rospotrebnadzor, with the participation of the Russian Union of Industrialists and Entrepreneurs, is to form a working group to consider the application of hygiene standards in terms of average annual maximum allowable concentrations of pollutants in the atmosphere, and prepare recommendations on this topic.
