Russian President Vladimir Putin has called for a “new Eurasian security architecture,” targeting the West, which has been angered by Russia’s invasion of Ukraine.

According to Bloomberg News on the 4th (local time), President Putin said at the Shanghai Cooperation Organization (SCO) summit held in Astana, the capital of Kazakhstan, that a new Eurasian cooperation and security system must be established.

He argued that Russia’s goal was to “replace the old Eurocentric and Euro-Atlantic-centric systems that gave unilateral advantages to individual countries and ensure indivisible security and development.”

“The consequences of this world order are well known,” he continued. “There are more and more crises around the world, and Ukraine is one of them.”

President Putin also claimed that “a multipolar world has become a reality,” and that “more and more countries are ready to support a fair world order and actively defend their legal rights and traditional values.”

This appears to be an intention to break away from the Western-centric system led by the European Union (EU) and the North Atlantic Treaty Organization (NATO) and establish a ‘multipolar system’.

In fact, after President Putin suffered from large-scale sanctions and other restraints centered around the United States and Europe following the invasion of Ukraine in February 2022, he has been working closely with Eastern countries such as China under the banner of ‘anti-Western’.

The SCO is also an economic and security community with 10 member countries, including not only China and Russia, but also Central Asian countries such as Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, as well as India, Pakistan, Iran, and Belarus, and is evaluated as a system targeting the West.

In particular, the SCO member states criticized the “unilateral and unrestricted build-up” of missile defense systems by unnamed countries and regional alliances in a joint declaration that day, reflecting President Putin’s intentions.
