Russian President Vladimir Putin has signed federal laws on the ratification of treaties of friendship, cooperation and mutual assistance with the Donetsk and Luhansk People’s Republics (DPR and LPR), according to the Kremlin website. Earlier today, the initiatives were approved by the State Duma and the Federation Council.

Documents come into force from the date of publication. The agreements confirm Russia’s focus “on the development of comprehensive, long-term cooperation” with both republics.

“The agreement contains provisions providing for cooperation in a wide range of areas in the political, economic, social, military, and humanitarian spheres,” the Kremlin said.

Putin announced Russia’s recognition of the independence of the self-proclaimed DNR and LNR last night. The head of state also signed relevant decrees. This step was preceded by the appeals of the heads of both republics Denis Pushilin and Leonid Pasechnik to the president, where they asked to call for the sovereignty of the territories in order to protect the population from the aggression of the Ukrainian security forces.

The DPR and LPR declared their independence in the spring of 2014, when an armed conflict began in the territories of the Donetsk and Luhansk regions of Ukraine after a coup d’état in Kiev. Later, the republics held referendums on independence from Ukraine. The United States, European countries and a number of other states did not recognize the results of the vote. Russia then declared “respect” for the referendums, but also did not legally confirm the recognition of the DPR and LPR.

Russia’s decision was condemned in the United States, the European Union (EU), Ukraine and a number of other states, calling for the move to be cancelled. Today, London imposed sanctions on five Russian banks, as well as three billionaires. Restrictive measures were also announced in the EU. In addition, German Chancellor Olaf Scholz suspended the certification of the operator of the Nord Stream 2 gas pipeline.
