The warning arrives as European nations intensify their scrutiny of Moscow’s economic shipping lines. Several European countries have intercepted vessels suspected of carrying Russian oil in violation of international restrictions.
Escalating Sanctions and the European Shadow Fleet Mechanism
The maritime standoff stems from mounting pressure by Western governments on Russia’s so-called shadow fleet, an extensive network of hundreds of ships used to bypass sanctions enacted after Moscow sent troops into Ukraine in February 2022. The European Union adopted a new mechanism allowing member states to confiscate and sell Russian oil carried aboard these vessels, extending the policy to cover grain cargoes as part of the bloc’s 21st sanctions package.
European nations and Britain have detained five tankers carrying Russian oil since the beginning of the year. Among them, Britain has held the Smyrtos, which is carrying 100,000 metric tons of oil, since June 14. France previously intercepted the tankers Grinch, Deyna, and Tagor before releasing them, while an operation involving EU countries stopped the MV South Star on July 20. Additionally, Sweden detained the dry cargo ship Caffa in March over its transport of grain from Russian-occupied Ukrainian territory, prompting Sweden’s Supreme Court to rule in August that the vessel should be handed over to Ukraine.
The diplomatic friction extends into the Mediterranean Sea. The Russian Foreign Ministry accused the European Union of abusing international maritime norms through Operation EUNAVFOR MED Irini, a search operation that recently boarded a shadow fleet tanker. The foreign ministry stated that the operation is effectively being used to intimidate commercial shippers and impede freedom of navigation.
Naval Posture and the Threat of Symmetrical Retaliation
Addressing military personnel on Sakhalin island, Putin argued that Western countries are violating international maritime law by trying to restrict Russian commercial operators. He warned that if the plans to sell off seized property are put into practice, Moscow will have to respond in kind.

Pacific Fleet Commander Adm. Viktor Liina briefed Putin on regional maritime traffic, reporting that the military had conducted a detailed analysis of shipping routes in the Asia-Pacific. Liina noted that between April 24 and August 6, exactly 1,001 vessels passed through Russia’s exclusive economic zone along the Kuril Islands, including 379 sailing under the flags of nations classified by Moscow as unfriendly. Those counted included 273 dry bulk carriers and 71 tankers, among them 26 British-flagged ships and nine French-flagged vessels.
Liina told Putin that Western nations actively transport cargo using third-party flags of convenience, forming their own shadow fleet that could be targeted under symmetrical rules. We have the capabilities to inspect and detain vessels belonging to unfriendly states and their shadow fleet; inter-agency coordination is in place, and we are ready to tackle these tasks,
Liina said.
Dmitry Medvedev, deputy head of Russia’s Security Council and former president, supported the hardline stance by noting that European carriers similarly utilize flags of convenience. Medvedev asserted that a symmetrical approach gives Russia the right to attack any merchant vessel belonging to hostile nations if there are grounds to suspect it carries cargo in the enemy’s interest.
Broader Geopolitical Tensions in the Asia-Pacific
Beyond maritime seizures, Putin used his appearance at the far-eastern naval drills to criticize the broader security architecture in the Asia-Pacific. He accused the NATO military alliance of making inroads into the region, forming new military-political blocs, and deploying weapons systems that threaten Russia.
The Russian naval exercises coincide with preparations for upcoming joint war games between the United States and South Korea. Tensions remain elevated as Kyiv and Seoul accuse Moscow and Pyongyang of deepening military cooperation, pointing to North Korean troop deployments and missile transfers supporting the conflict in Ukraine.
