Pyeongtaek City (Mayor Jeong Jang-seon) announced that starting from the end of this month, the maximum speed of personal mobility devices (PMs), such as electric kickboards and electric bicycles, rented within the city will be adjusted to 20 km/h, and areas where PMs cannot be returned will be designated.

According to the city, the number of PMs, which were first introduced in 2020, has increased significantly from 300 units to 7,800 units as of July, four years later. However, as related laws have not yet been enacted, enforcement and regulation measures are lax, leading to a sharp increase in safety accidents.

Accordingly, Pyeongtaek City will implement the ‘Safety Management Implementation Plan’ prepared in agreement with six PM rental business operators in the city starting this month.

Accordingly, the maximum speed of personal mobility devices will first be lowered from 25 km/h to 20 km/h. This is expected to prevent safety accidents caused by speeding.

In addition, to prevent the risk of accidents and inconvenience to pedestrians due to unauthorized abandonment of PMs, PM return-free zones will be established. The zones where PMs cannot be returned include 128 child protection zones, Galpyeong Overpass, Godeok Samsung-ro, etc. In the future, PMs cannot be placed in these areas, and returns will also be restricted.

Additionally, Pyeongtaek City has opened an open chat room for reporting illegal parking of PMs. This is a service that allows for complaints regarding illegally parked electric kickboards and shared electric bicycles to be processed through the KakaoTalk open chat room, allowing for more convenient filing of related complaints.

Anyone who wants to report an inconvenience with the service can search for ‘Pyeongtaek City Electric Kickboard’ in the KakaoTalk open chat room or scan the QR code on the illegal parking reporting promotional material attached to the device to enter the open chat room and upload the date and time of the incident, target location, details, and photos of the scene.

Mayor Jeong Jang-seon said, “We have come up with a ‘safety management implementation plan’ through agreements with local businesses to ensure that PMs, a convenient means of transportation, no longer threaten the safety of citizens,” adding, “Pyeongtaek City will continue to do its best to reduce safety blind spots that arise in the new environment.”
