Qatar affirmed its “full support for the Libyan political track, relevant Security Council resolutions, and all peaceful solutions that preserve Libya’s unity, stability, and sovereignty.”

The Secretary of the Human Rights Department at the Qatari Ministry of Foreign Affairs, Mohammed Abdullah Nasser Al Khalifa, expressed “the State of Qatar’s condemnation of all violations committed against the brotherly Libyan people,” calling on all Libyan parties “to respect their obligations under international laws and agreements, avoid escalation, resort to the voice of wisdom, overcome differences through dialogue, give priority to the national interest, create the appropriate conditions for holding national presidential and parliamentary elections throughout Libya, promote transitional justice and national reconciliation, and ensure accountability for all violations committed against Libyans.”

Al Khalifa called on the High Commissioner for Human Rights and the international community to “continue cooperation with the Libyan authorities and develop and implement technical assistance and capacity-building programmes in line with the priorities set by Libya and contribute to building its national institutions, ensuring the rule of law, enhancing capabilities to confront illegal immigration, combating human trafficking, and promoting and protecting human rights and fundamental freedoms.”

It is noteworthy that Al Khalifa’s speech came during the “Interactive Dialogue on the Report of the United Nations High Commissioner for Human Rights on Providing Technical Assistance and Capacity Building to Improve the Human Rights Situation in Libya,” which was held within the framework of the fifty-sixth session of the Human Rights Council in Geneva, according to what was published.
