Quebec CHSLD Residents Can Now Request Air Conditioners: A Major Improvement for Elderly Care Amid Heat Waves

All residents in residential and long-term care centers (CHSLD) can request an air conditioner in their room, which represents a clear improvement compared to the last 10 years, even if the deadlines can sometimes be different.

This is what the Association of Quebec Retirees from the Public and Parapublic Sectors (AQRP) noted in a survey made public on Monday.

Therefore, all integrated health and social services (CISSS) centers in the province are able to provide private air conditioners to those who request them, with rare exceptions due to problems with the electrical capacity of the system.

This is particularly true at the CIUSSS du Nord-de-l’Île-de-Montréal where 50 applications were rejected for this reason in 2024 and at the CIUSSS de la Capitale-Nationale with 10 applications that were not accepted.

“Our association is happy to see that all residents who request it can have an air-conditioned room,” expressed the provincial president of the AQRP, Paul-René Roy, reminding him that the elderly are at risk of heat waves.

However, installation delays have been noted for private air conditioners depending on the region. While it may take a maximum of 24 hours at the CIUSSS du Centre-Ouest-de-l’Île-de-Montréal, the delay can be as long as a month at the CIUSSS de la Capitale-Nationale.

“Usually, the deadlines are quite short in all CHSLDs in Quebec, but it is unacceptable for us that residents wait up to a month after making their installation request to receive an air conditioner,” stated Mr. Roy.

The CISSSs of Côte-Nord and Abitibi-Témiscamingue are also those with the least number of air-conditioned rooms, with, respectively, 25% and 35% in 2024. This situation can be explained by the scarcity of heat waves in these two regions. , according to the AQRP.
