“Rafah Crossing Broker” Enters Libya Through Reconstruction Contracts with Haftar’s Son

The signing of contracts for a number of projects planned to be implemented in Derna and the cities of the Green Mountain between “Belqasim Khalifa Haftar”, Director of the “Development and Reconstruction Fund of Libya” and the Egyptian company “Al-Arjani Group” has sparked widespread controversy.

The Reconstruction Fund said that Al-Arjani Group, owned by Ibrahim Al-Arjani, known as the “Rafah Crossing Broker,” will implement 6 new projects in the field of reconstruction and development in Libya, including the construction of 6 new bridges in the city of Derna, and two bridges in the city of Ajdabiya.

Who is Ibrahim Al-Arjani?

Ibrahim Al-Arjani is a prominent figure from the Tarabin tribe in Sinai, and his name has become prominent since Abdel Fattah Al-Sisi assumed the presidency of Egypt, especially after he established the armed “Sinai Tribes Union” which controls the area adjacent to the Rafah crossing.

In a report issued last March, Human Rights Watch described the Tribal Union as “one of the main militias allied with the military in North Sinai.”

Al-Arjani Group has had extended partnerships with the National Service Projects Authority and the Egyptian Armed Forces Engineering Authority in several projects. Al-Arjani also became the official sponsor of Al-Ahly Club at one point.

“Gaza Broker”

Al-Arjani Company was also associated with imposing tourist fees on Gaza citizens seeking to enter Egypt in order to facilitate the entry process through the Rafah crossing.

Al-Arjani Company also made profits by bringing in the materials needed to rebuild the Gaza Strip after the occupation’s attack on Gaza in 2014.

During the last Gaza war, the British newspaper The Times confirmed that Al-Arjani’s company, Hala Tourism, made $90 million during the first weeks of the war, due to imposing fees of up to $5,000 on every Gazan wishing to enter Egypt.
