Prominent banker Khandkar Rashed Maqsood has joined the work as the new chairman of Bangladesh Securities and Exchange Commission (BSEC), the regulatory body of the capital market.

He completed the process of joining the Ministry of Finance on Monday (August 19) morning. He came directly to BSEC from the Ministry of Finance at 3:10 PM. At this time BSEC and Officers Welfare Association of BSEC extended warm greetings to the new chairman.

Executive Director of BSEC Mohammad Rezaul Karim confirmed this information to RisingBD.

Khandkar Rashid Maqsood has been appointed as the new chairman of BSEC in a notification signed by Financial Institutions Department (FID) Deputy Secretary Farida Yasmin on Sunday (August 18).

According to the notification, Khandkar Rashed Maqsood has been appointed as the Chairman of Bangladesh Securities and Exchange Commission for the next four years in accordance with Section 5 and 6 of the Bangladesh Securities and Exchange Commission Act 1993 and Section 5(2) of the said Act.

Khandkar Rashed Maqsood was the MD and CEO of Standard Bank Limited. Prior to joining Standard Bank, he served as MD of NRBC Bank Limited and for seven years as MD and City Country Officer of City Bank NA Bangladesh. He completed MBA in Finance from Dhaka University IBA in 1992.

Professor Shibli Rubaiyat-ul-Islam resigned from the post of chairman of BSEC last Sunday (August 11) in view of the recent political changes. A day after that, two commissioners of the organization resigned on Monday (August 12). Sheikh Shamsuddin Ahmed and Dr. Rumana Islam. After the resignation of the chairman and two commissioners, the capital market was running in a leadershipless state. The Advisory Council of the Interim Government appointed Mashroor Riaz as the Chairman of BSEC last Tuesday (August 13) after taking into consideration the overall aspects to take control of the country’s capital market from this situation. However, BSEC’s Officers Welfare Association questioned Masroor Riaz’s qualification and other issues. Later realizing the mistake, Masroor Riaz was welcomed by the association to join BSEC. But, Masroor Riaz made a statement last Saturday (August 17) expressing his ineligibility to join BSEC. In view of this, the advisory council has appointed Khandkar Rashed Maqsood considering the overall aspect.
