Colchado’s lawyer: “Planned abuse has been improperly implemented”
Miguel Pérez Arroyo, Colchado’s lawyer, described the move as revenge against the former colonel. “There has been an improper orchestration of structured registration abuse, and all this resolution does is realize a fully structured plan for abuse, for arbitrariness and, in addition, for trampling belly and revenge,” he told RPP.
As for the basis put forward by the Minister for his client’s resignation, the lawyer found it “unbelievable” and discouraging:
It is absolutely incredible. Colonel Colchado is a policeman with eight years of seniority. But this seniority is a function of merit or merit based promotions you have had. This is ultimately a disincentive for police officers who want to do things right.

Víctor Zanabria: “There is no revenge here”
For her, Victor Zanabriathe general commander of the PNP, responded to the lawyer’s statements and denied that there is retaliation against Colchado:
There is no revenge here, so we would be talking about 319 revenge and that is not the adjective that can be given to a routine routine of the activities carried out by the Police.
The colonel’s sanctions do not allow him to be assigned jobs like the ones he has sought for five years. The rule itself says it, it’s not that we invited him or that the rule has been made this year, it’s a regular process that establishes those conditions.

The projection cannot be a fact that he already considers to be true, because he has even presented an act of guarantees to the Inter-American Commission on Human Rights. We will wait for your statement.
