The National Recovery and Resilience Plan has been sent to the EU Commission. It is learned from government sources. The Italian Recovery Plan was approved yesterday in the Council of Ministers. The European Commission today received the national recovery and resilience plans also from Spain, Denmark, Latvia and Luxembourg. The other states, according to what is learned in Brussels, could present their national plans overnight. The Commission, if it receives them, will communicate in the morning.

The deadline was set for today, although April 30 has always been a ‘soft’ deadline (‘as a rule’, the regulation says) and the Commission has repeatedly stressed that it is better to take a few more days to improve quality. of the plan, rather than rushing and presenting an incomplete plan.

Both Valdis Dombrovskis and Paolo Gentiloni had hinted that a delay of a few days on the part of Italy would not have been a drama, given that the change of government at the beginning of the year had inevitably caused a pause in the work on the plan.

National plans are necessary to access the resources of the Recovery and Resilience Facility, the heart of Next Generation Eu.

The European Commission will have up to two months to examine them, starting from the date of presentation, and then the Council up to another month. The objective is to get the pre-financing disbursement, to the extent of 13% of the total, before August. For this to happen, in addition to presenting the NRP not too late, it is also necessary for all Member States to ratify the decision on own resources, which constitutes the necessary guarantee so that the Commission can issue bonds to finance the plan.
