The drug relief is a part of the rehabilitation relief that can be used by a disabled person or their guardian who is dependent on this person and bears the costs of their treatment. People with disabilities are only people who have:

• certification by the authorities adjudicating to one of the three degrees of disability (slight, moderate, significant) or
• decision awarding the pension total or partial incapacity for worktraining pension or social pension, or
• certificate of disability, in the case of a person under 16 years of ageor
• certificate of disability issued by the competent authority on the basis of separate regulations in force until August 31, 1997.
