The Ministry of Labor will allow parents who have not yet received subsidy levels for day care to pay a reduced payment until receiving the final subsidy level – the ministry announced last night (Wednesday). To this end, the ministry will transfer advance payments to the organizations that operate the day care centers, so that they can absorb the loss. However, the implementation of the move depends on the organizations, and the director general of the ministry asked for their cooperation.

The decision concerns the day care centers that are subsidized by the Ministry of Labor, where about 120,000 toddlers out of about half a million toddlers of these ages are cared for. In these dormitories, the tuition fee is determined by the government, admission to them gives priority to low-wage working parents and other population groups, and government subsidies are also given for tuition depending on the economic situation. This is in contrast to private dormitories where the price is not controlled and there is no entitlement to subsidies.

The process of receiving eligibility for subsidies requires submitting forms and data, and even though the ministry streamlined the process last year and made it possible to pull data from government databases such as the National Insurance, it takes time. Until receiving the subsidy level, the parents are forced to pay the full amount, and upon receiving the level, the subsidy for the past months is returned to them retroactively, an arrangement that creates a burden on parents in financial distress.

The new arrangement will allow parents to pay a low amount even before the processing of the application is completed. He joins a previous move by Minister Ben Tzur, which makes it possible to receive a temporary subsidy level for a child continuing in daycare who received a subsidy the previous year. Parents of these children can temporarily receive the same level of subsidy that their child had last year, until the processing of his application this year is completed.

Yesterday (Wednesday) about 30 parents protested at the Gesher Mithir in Jerusalem about the prices of preschools, and called for a reduction in prices for all parents.
