Changes in the way of calculating the locality criterion and the imposition of a “penalty” on those who do not accept their appointment or resign within twelve months, the mayor of North Tzoumerka, Nikos Vaitsis, requests, in order to deal with the severe problem of lack of regular staff, which the Municipality of North Tzoumerka faces, as and other small mountainous disadvantaged municipalities.


In his letter to the deputy minister of the interior Theodoros Livanios and the deputy minister of the interior Vivi Charalambogiannis, which is also shared with the president of the PED of Epirus, Mr. Vaitsis requests that specific measures be taken to deal with the significant understaffing of his services, identifying the problem in the process scoring. As mentioned, based on the legislation, for each position announced for the Municipality of North Tzoumerka, whether regular or temporary staff, all permanent residents of the Municipalities of the Regional Unit of Ioannina are nominated or assigned equally – as far as the criterion of locality is concerned. As a consequence, in the notices for filling positions of the Municipality, no priority or additional allocation is provided for the purely permanent residents of the Municipality of North Tzoumerka, and, instead, candidates who live in the other Municipalities of the PE of Ioannina and mainly from the Municipality of Ioannina are appointed, the who then either resign or do not accept their appointment, due to the remoteness of the area and the difficulty of access.
“Our Municipality, therefore, following the time-consuming process of planning requests, approvals and waiting for the approved positions to be filled through the ASEP process, ultimately fails to fill critical vacancies in its services, as a result of which they operate marginally, they are understaffed and with a multitude of problems”, states the mayor of North Tzoumerkon in his letter and calls on the Deputy Minister of the Interior Th. Livanio and the Deputy Minister of the Interior V. Charalambogianni to examine:
a) The modification of the method of calculation of the locality criterion, so that a clear priority is given to the permanent residents of the Municipality of North Tzoumerka over the residents of the other municipalities of the Regional Unit of Ioannina with regard to the filling of staff positions in the Municipality,
b) The imposition of a “penalty” on candidates, who have declared their preferences for a position in the Municipality of North Tzoumerka and, in case of success, do not accept the appointment or resign within twelve months from the date of their appointment.
