DISPATCH — If Emmanuel Macron renewed his confidence in Prime Minister Elisabeth Borne, not all government ministers were so lucky. The reshuffle is coming to an end on Thursday July 20, notably ousting Pap Ndiaye, Marlène Schiappa and François Braun, while conversely promoting Gabriel Attal, Aurélien Rousseau and Aurore Bergé.

The casting became clear even before the formal announcement, which will be followed Friday morning by a Council of Ministers.

Attal to National Education and Bergé to Solidarity

Overwhelmed by the right for being particularly critical of CNEWS, then by his colleagues for not having been able to impose himself on important subjects (secularism at school, sexuality at school, exam success rate…), Pap Ndiaye gives way to… Gabriel Attal. After having been spokesperson and Minister of Budgets, the young soldier of Macronie does not stop his ascent.

Former communication graduate of Science-Po, especially president of the Renaissance group, Aurore Bergé does not intend to stop on such a good path either. A fervent defender of Macronie, she gave so many votes to the National Assembly that she was appointed to Solidarity. She thus replaces Jean-Cristophe Combe, ex-boss of the Red Cross.

A surprise signed Borne à la Santé

François Braun, who succeeded Olivier Véran in Health after the Covid-19 crisis, will have been discreet to say the least. Finally, he leaves as he arrived.

It is Aurélien Rousseau who will replace him, he who is none other than the former director of cabinet of Élisabeth Borne and former boss of the Regional Health Agency of Ile-de-France. Historian by training and enarque attached to the Council of State, he is the author of “The injury and the rebound, in the black box of the State in the face of the crisis”, which he wrote during the health crisis.

As AFP reports, he is also the husband of Marguerite Cazeneuve, pension specialist and former health adviser at Matignon then at the Elysée, who became number two (deputy director) of the National Health Insurance Fund. His father-in-law is the deputy Jean-René Cazeneuve, rapporteur of the budget.

For all these reasons, a union official had recently denounced the very “closed vase” side of Macronie in health, with games of musical chairs between people who know each other by heart.

The other changes

Soiled by the case of the Marianne fund, Marlène Schiappa is also leaving. In Public Accounts, Thomas Cazenave takes the lead. Sabrina Agresti-Roubache, Macron’s lookout in Marseille, will be appointed to the Ministry of the City. Patrice Vergriete will be in Housing and Philippe Vigier in Overseas. The latter is already castigated by overseas elected officials.

According to AFP, the president has already set the roadmap that this fine team will have to follow at the start of the school year, to be rolled out with “boldness”, “innovation” and a “unifying” line: “innovate” to respond to the riots, “invent an ecology of progress and solutions” and take up the explosive subject of immigration so as not to let “the extremes feed”.

Still, the government still does not have an absolute majority in the National Assembly. It is therefore a safe bet that Elisabeth Borne will again adorn herself with 49.3, in particular to pass the 2024 budget, which is creating a stir like the pensions before it.
