About a month ago, the residents of Josvainiai were introduced to UAB “Savas metanas” plans to build biomethane production facilities. Residents clearly expressed their disagreement with such plans, and the municipality also said it was not going to issue a construction permit.

It is true that a second meeting with the authors of the project was planned, but it is not clear whether it was planned to allow the residents, who during the first meeting had great difficulty in maintaining a respectful and meaningful discussion due to their strong emotions.

But when the designers learned that the district council passed a resolution not to approve the company’s construction, plans for a second meeting hung in the air. Now it is not clear whether that meeting will take place, and how businessmen will respond to such a decision by politicians.

“We didn’t even know that there would be such a discussion, nor did we know about such a decision until now. There was a plan to meet again with the local government, but now, having learned about such a decision of the council, the owners will have to think and make decisions”, said designer Nerijus Lukaševičius to “Rinkas aikšte”.

Politicians decided unanimously – they don’t want such companies

The mayor of the district, Valentinas Tamulis, said that the municipality received a lot of complaints and requests from residents to prevent the construction of the company, both after the design plans were made public and after the meeting with the company’s representatives and designers.

“Residents are justifiably afraid of the construction of the company and its activities, which will affect air pollution, the spread of unpleasant odors, the factory will significantly increase the flow of heavy-duty vehicles and the level of noise, heavy-duty vehicles will also worsen the state of the road surface of state importance. Such economic activity can worsen not only the health of residents, but also the value of real estate.

The municipality does not support the establishment of biogas production facilities in this location. The main argument is that the raw material will be transported and not created at the production site.

Taking into account the residents’ constant complaints about the odors emanating from the existing companies, the concentration of which will only increase, the municipality turned to the designers, expressing concern about the company’s activities and suggesting to look for alternative solutions when choosing the location of the factory,” said the mayor.

The municipality also appealed to the Ministry of Environment with a request that the ministry thoroughly analyze all issues related to the construction of the company and its future activities. The Ministry replied that the Environmental Protection Agency is examining the municipality’s request.

You don’t want bad smells and additional traffic

It was planned that the factory built in the village of Šingalii would produce up to 486 Nm3 of purified biogas per hour on average. During the year, it would be planned to produce and supply up to 4.26 million Nm3 of purified biogas.

It turned out that the scope of work is expected to be such that the waste generated in the agricultural sector, from which biomethane gas would be produced, would be transported to the factory 9 times a day by tractors and tanks.

The raw material for biogas production would be agricultural waste: animal manure (cow manure and slurry, a possible alternative is pig slurry), biodegradable waste of plant origin (beet roots, cuttings), energy plants (straw, straw).

In a year, this company would need about 15 tons of manure, 22 tons of beet roots and about 11 tons of straw.
