“We are not a third world country, so we can and want to expect a little more from the environment. After satisfying needs such as security or a roof over our head, we start to think more broadly – what is our environment for us, what is it like, because we do not mentally escape from this environment, so if it depresses us, it is visually unacceptable, and we live in it all the time, it certainly does not contribute to the quality of our lives and causes that living in a block of flats is not yet considered an example of a successful life. Many still dream of moving to the Old Town, which is historically considered wealthy, or to the suburbs. However, if the surrounding of the residential area and the architecture are cleaned up, I think that the rating of residential buildings will also improve significantly,” he says.

Sigitas, who lives in a renovated apartment block in Podbrodzie, says that the district has also been renovated. Not only is he pleased with the improved quality of life, thanks to the building’s increased energy efficiency and reduced bills, he also enjoys a changed view. “The difference is like day and night, everything looked very bad, and now the whole house looks like new,” he says.

He is also joined by his neighbor Eugenijus, who has been living in a modernized apartment building for about a year. “Residents pay lower bills than before the renovation, which I’m very happy about, including the image – it’s perfect, European.”

The goal is to maintain the architectural integrity of the district

R. Leitanaitė believes that in order to preserve the visual integrity of the district, it is important to think through all architectural solutions – this requires cooperation with the local government and its architects.

Jovita Rudėnienė, director of the administration of the local government of Švenčín district, says that residents receive preliminary design proposals agreed with the city’s chief architect. “Because the houses are not renovated individually, but comprehensively, several options are selected from the color combinations, and then the verdict of the residents is given,” he points out.

“In regions, it is easier to control the range of colors and the architectural integrity of the district itself. I believe that big cities should prepare special plans for how these quarters will look like, so that the city is not too motley,” says J. Rudėnienė.

Currently, more than 100 residential buildings in soft, pastel colors have been renovated in the Święciany district government.

“If the city wants to preserve the history of the Old Town, the apartment buildings should not be drastically different. Art critics believe that the most distinctive features should be preserved, from urban planning to details. Introducing too expressive colors and combinations would destroy the architectural concept,” thinks R. Leitanaitė.

The interlocutor claims that Lithuania is on the road to a comprehensive renovation – although we are still in the initial phase, both from the state and especially from local governments, there is interest in what this process is and how to implement it.
