The new political map forces to modify the way of processing the problems of the capital of Ecuador. Everything leads one to think that an apolitical Mayor’s Office can achieve greater achievements than a sectarian one. One of Quito’s most pressing problems is the lack of adequate and affordable housing for low-income residents.
There is an obvious waste when uninhabited houses are maintained, for example in the Historic Center and La Mariscal, due to the fact that economic activity moved to the north center. Then it is necessary to revalue these properties, which are very useful, if a migration program is carried out towards old but well-maintained houses, so that the population that continues to grow does not go to distant valleys or to the suburbs where basic services are scarce, bad and very expensive for the Municipality.
I propose that the uninhabited or unfinished offices and houses of La Mariscal be regenerated and valued to have good and inexpensive housing, with a profitable investment based on a moderate profit motive. These companies, which can no longer sell new homes in high-value sites, should do what is necessary to fix the vacant sites in the Historic Center that will be revalued when the Metro works. In order to make this important change, the Mayor’s Office must provide all the facilities and the banks provide quick credit, so that these homes are comfortable and at reasonable prices. This is convenient for all owners to stop lost profits.
For this purpose, a research plan is needed, as has been done in Madrid and Barcelona, which has given the Spanish a clear idea of what to do, where and with what characteristics, according to the target population that wants to live better. It is a joint task of the Municipality and the large construction companies, encouraging them with an attractive return, so that the private sector commits to diverting the investments they have planned for luxurious housing that they cannot sell.
