Expected at 1,840 billion CFA francs, Benin’s budgetary revenues could reach 2,014.285 billion CFA francs at the end of December 2023, according to the latest forecasts from the Ministry of Economy and Finance. Thus, the mobilization rate would reach 109.5% of annual forecasts, indicates the mid-year report recently published by the Directorate General of the Budget (Dgb).
The Dgb is counting on the continuation of the good performance in resource recovery recorded by the financial authorities (Taxes, Customs, Treasury, Andf) in the first half of 2023. Indeed, at the end of the first six months of the year, the State money collected in the form of tax and non-tax revenue for the benefit of the State budget stands at 950.844 billion CFA francs, i.e. a recovery rate of 51.7% at the end of June. Compared to the same period of 2022, public revenues increased by 142.135 billion CFA francs, which corresponds to an increase of 17.6%.
This level of revenue mobilization is achieved thanks in particular to the Customs, Public Treasury and Tax services. It is also the fruit of actions carried out by the government for years, namely the simplification of tax payment procedures, the electronic invoicing experiment requested of businesses, the fight against fraud and tax evasion.
As a reminder, Law No. 2022-33 of December 9, 2022 relating to the finance law for 2023 management establishes that resources and expenses are balanced at 3,033.337 billion F Cfa compared to 2,956.661 billion F Cfa provided for by the finance law. amendment for 2022 management. The amount of the 2023 finance law increased by 76.676 billion CFA francs compared to the amount for 2022.
