jpnn.comJAKARTA – Efforts to reform the TNI often experience disruption through the expansion of TNI placements in civilian positions outside the provisions of Law Number 34 of 2004 concerning the TNI.

SETARA Institute Executive Director Halili Hasan said the deployment triggered the institutionalization of the routine of placing soldiers, especially officers, in positions not related to national defense.

In fact, the affairs of this position can be managed by civil servants who have the capacity according to their field.

“In this context, it appears that the government has no political commitment to strengthen the reform of the TNI and Polri in accordance with the mandate of the 1998 Reformation,” said Halili Hasan in a written statement on Saturday (16/3).

According to Halili, the consequence of placing the TNI/Polri in civilian positions was to revive ABRI’s dual function under the pretext of competence, which was actually carried out by a civil official, namely Joko Widodo.

Through this deployment, the TNI/Polri will no longer only carry out their main duties as a means of state defense and security, but also other administrative and socio-political work.

“This clearly betrays the mandate of the 1998 Reformation which abolished the dual function of ABRI (now TNI/Polri) and mandated TNI professionalism in the defense/security sector,” said Halili.

In that context, according to Halili, the preparation of the Draft Government Regulation (RPP) regarding the Management of State Civil Apparatus (ASN) must be questioned.
