PARIS, June 30, 2023 – French President Emmanuel Macron is ready, “without taboo”, to change the system for maintaining order, his services stressed on Friday, after a third night of urban riots in France, where the he executive does not rule out resorting to a state of emergency.

“All the hypotheses”, including the establishment of the state of emergency, are considered for “the return of the republican order”, for her part declared Friday Prime Minister Elisabeth Borne.

The head of government spoke of “very violent individuals, especially very young people, who attack (the) police stations, (the) town halls, (the) public facilities”.

“I really want to emphasize that these individuals are obviously not representative of the inhabitants who are just as shocked as we are, and of the elected officials who are themselves taken to task,” she said.

Ms. Borne had previously brought together several ministers on Friday morning to take stock, denouncing “unbearable and inexcusable” acts.

During this meeting, the ministers discussed the violence, the profile of the rioters, who were very young, a government source pointed out.

The introduction of a state of emergency, as during the urban riots in 2005, also caused by the death of two young people who were trying to escape the police, “this is obviously a question that arises”, estimated the Minister of Ecological Transition, Christophe Béchu, Friday morning on Sud radio. His counterpart in charge of the City, Olivier Klein, judged on France Inter that such a measure would be “an admission of failure”, without formally excluding it.

The state of emergency allows the administrative authorities to take exceptional measures such as a traffic ban. It was also triggered after the 2015 attacks.
