This memorandum of understanding, signed by MM. Bourita and the Secretary General of the GCC, Jasem Mohamed Albudaiwi, stem from the common desire to strengthen the links of fraternity and fruitful cooperation between the two parties and to develop, in particular, cooperation in the cultural and civilizational fields.

The document also concretizes the points that the two parties had agreed during their joint meeting on November 7, 2012 in Manama, regarding joint action plans.

Under this memorandum of understanding, the two parties agree, in accordance with the laws and regulations in force in Morocco and the GCC countries, to strengthen cooperation and the exchange of expertise in the field of digital culture and to promote direct exchanges in the fields of literature, arts, heritage, libraries and archives.

It is also about encouraging the exchange of visits, the sharing of cultural information, publications and expertise and the organization of round tables and study days with the participation of experts in safeguarding, preservation and the promotion of tangible and intangible cultural heritage, while ensuring coordination of positions on related issues.

Furthermore, Morocco and the GCC countries will work to promote the exchange of expertise in the fight against illegal trafficking of cultural property as well as for the development of nomination files relating to the elements to be included on the heritage list material and immaterial culture of humanity. The two parties therefore undertake to establish close cooperation between training establishments for cultural, artistic and heritage professions.

The memorandum of understanding also concerns participation in book fairs organized in Morocco and in the GCC countries, the reciprocal organization of cultural days, the operationalization of cooperation in the cinematographic field, in addition to the exchange of experiences and participation in festivals and activities relating to this field.

In the same context, it was decided to take all necessary measures to facilitate the circulation of cultural content for non-commercial use between the two parties.
