Romania blasts Danube rock to save Cernavodǎ nuclear plant from shutdown

On August 3, 2026, the Romanian Navy used 180kg of explosives to blast a rock outcrop on the Danube River to redirect cooling water to the Cernavodǎ nuclear plant.

The blast on the Bala channel sent a tower of water and rubble into the air, marking an unprecedented attempt to stave off a total energy collapse. With the Danube depleted by extreme heat and prolonged drought, Romania is fighting to keep its last operational nuclear reactor online. The stakes are high: a shutdown of the second reactor would slash national electricity production by roughly 20 percent.

The Parjoaia Rock and the Cernavodǎ Diversion

The operation, which involved more than 100 military sappers and divers, targeted the Parjoaia cliff to slow current speeds in the Bala branch and push more flow toward the Old Danube. This is where the Cernavodǎ plant draws the water necessary to cool its reactors. The mission was not immediately successful; a first attempt on Sunday failed because the rock proved stronger than expected.

Rear Admiral Marcel Neculae, deputy chief of staff of the Romanian Navy, noted on Sunday that the initial explosion was a test to see how the rock would react. Following that failure, the military doubled the explosives on Monday to ensure the outcrop was destroyed. The navy expects the work to finish on Wednesday.

“Any day past Wednesday or Thursday that the nuclear power plant functions is a gain,” Romania’s defence minister, Radu Miruțǎ, said on Monday. “A day of it functioning is three times more efficient than the costs of this operation.”

Once the rock is cleared, authorities intend to sink four 70-meter-long barges loaded with stone to further reduce flow in the Bala branch and concentrate water toward the reactor sector.

Paks Nuclear Plant and Hungary’s Power Reprieve

Upstream in Hungary, the situation at the 44-year-old Paks nuclear power station is equally precarious. Normally responsible for approximately half of the country’s electricity, the 2-gigawatt plant was operating at just over 10 per cent of its capacity on Monday.

While officials previously warned of a total shutdown as early as Sunday, Hungarian Prime Minister Peter Magyar announced a brief reprieve, stating the plant could maintain its diminished output until Monday or Tuesday. This allows the last turbine, producing 240 megawatts, to continue working through some of the highest consumption days.

“Today, and maybe tomorrow the last turbine producing 240 megawatts can keep working,” Hungarian Prime Minister ​Peter Magyar said. “This is very good news, as the complete shutdown of the plant can ​be avoided on ⁠one of the days with the highest consumption,”

Despite this small window, the long-term outlook remains grim. Magyar expects a full shutdown next week, which could last for several weeks if the Danube remains too shallow for the cooling systems to function.

Industrial Shutdowns and the National State of Alert

To prevent a total grid failure, both governments have pivoted to aggressive demand reduction. In Romania, the government declared a nationwide state of alert for August. Prime Minister Ilie Bolojan confirmed that car-making plants run by Ford and Dacia (owned by Renault) have voluntarily halted production until August 19, cutting power consumption by roughly 200 MW.

Hungary has seen similar voluntary sacrifices.

These measures are necessary because of a structural vulnerability in the region’s energy grid. Prime Minister Bolojan noted that drought-related difficulties are amplified by limited trans-border connections with central and western Europe, meaning there is limited capacity to import the expensive power needed to replace lost nuclear generation.

Danube Water Levels: A 30-Year Low

The environmental collapse of the Danube is not a localized fluke but a regional crisis. Data from the National Institute of Hydrology and Water Management indicates that water flow at the Romanian border in the Bazias area is expected to drop to 1,400 cubic meters per second—a level that matches the historical minimum recorded in 1985.

The Mid-August Critical Window

The immediate focus for Romanian and Hungarian authorities is now the next two weeks. While the Romanian Navy’s blasts may provide a temporary fix, the National Administration of Romanian Waters (ANAR) warned that the extremely low river levels may prevent the diversion dam from achieving the desired hydraulic effect.

With no significant rainfall forecast, the region remains in a state of precarious balance. Energy Ministry Secretary of State Cristian Bușoi expects the critical period for the energy system to last until mid-August, making the success of the Cernavodǎ diversion and the voluntary industrial cuts the only barriers against more severe power shortages.
