Romanian Leads European Energy Agency | ACER

Bogdan Chirițoiu, President of the romanian Competition Council, has been elected President of the Board of Directors of the Agency for the Cooperation of Energy Regulatory Authorities (ACER), a key organization for the European Union energy market.

This appointment marks one of the most notable roles held by a Romanian national within a European-level institution. The two-year mandate will require Chirițoiu’s attendance at regular Board of Directors meetings. He was initially appointed to the Board by the Council of the European Union, following a nomination from the Romanian government.

“the decision by my colleagues on the Board of Directors to entrust me with this position provides a framework for continuing the projects and objectives within the agency,” Chirițoiu stated. “My priorities are appointing a new director for ACER and fostering a more integrated,competitive,and efficient European energy market.”

Chirițoiu emphasized the importance of strengthening collaboration between ACER and national regulatory authorities to enhance resilience against external disruptions. He noted that energy policies will remain a major challenge for the European Union, impacting competitiveness, energy security, and decarbonization efforts.

“Energy policy will continue to be a primary challenge for the European Union, considering both economic resilience and competitiveness, as well as decarbonization goals,” Chirițoiu added.”My experience at the Romanian competition authority, which has greatly benefited from cooperation with agencies in other member states under the European Commission’s coordination, convinces me that many national regulatory authorities would also benefit from stronger collaboration in various areas-including, but not limited to, REMIT investigations.”

REMIT, or the Regulation on wholesale energy market integrity and openness, is the EU regulatory framework designed to prevent market manipulation and insider trading in wholesale energy markets, covering electricity and natural gas.

ACER is the European Union agency dedicated to ensuring the proper functioning of the european electricity, hydrogen, and natural gas markets. It supports national energy regulatory authorities in their regulatory roles at the European level, providing a platform for cooperation and effective decision-making on cross-border issues.

Romania previously held a leadership position on the ACER Board of Directors from 2010 to 2016, with Răzvan Nicolescu, former director of OMV petrom and Romania’s former Minister of energy, serving in the role.

Who is Bogdan Chirițoiu?

Chirițoiu has served as President of the Competition Council as 2009. Prior to this, he was a State Counselor at the Presidential Administration and lead Romania’s delegation to the EU Economic Policy Committee from 2005 to 2009.

Bogdan Chirițoiu was initially appointed as a member of the ACER Board of Directors in 2019 and later elected vice-president of the forum in 2024. He also currently serves as the vice-president of the OECD Competition Committee, beginning in 2024.
