Roskomnadzor has included the Telegram messenger and the Livejournal blogging platform in the register of social networks. This was announced on Tuesday, October 26, by the press service of the department.

“On October 26, 2021, Roskomnadzor added two more Internet services to the register of social networks, the daily audience of which exceeds 500 thousand Russian users. The list of such resources was supplemented by Telegram and LiveJournal,” the message says.

The department recalled that at the moment, in addition to Telegram and LiveJournal, this register includes Facebook, Twitter, Instagram, TikTok, Likee, YouTube, Vkontakte and Odnoklassniki.

The law on self-control of social networks in Russia

In February, a law on self-monitoring of social networks came into force in Russia, according to which social networks themselves are obliged to identify and block “prohibited” information. It includes “calls for riots, extremism, terrorism and participation in uncoordinated public events”, as well as content that “offends public morality” and expresses “clear disrespect for society, the state”, state bodies and its symbols.

After the elections to the State Duma of the Russian Federation were held in September, Vkontakte blocked the accounts of several supporters of opposition leader Alexei Navalny in Russia, including Elvira Dmitrieva, who died two years ago. The press service of the social network explained this by the fact that Vkontakte had already received two fines of 1.5 million rubles each for failure to remove calls to participate in rallies, and a repeated violation could result in a fine of one tenth of the annual proceeds. Prior to this, YouTube, at the request of the authorities, removed several videos with Smart Voting lists from Navalny’s channel.
