Rosstandart for the first time approved GOST for calling emergency services of the “112” system

For the first time in Russia, GOST has been developed, which defines the requirements for a relatively new and not yet fully implemented system of calling emergency services using a single number “112”. This national standard, which defines the requirements for the system, was developed at the All-Russian Research Institute for Civil Defense and Emergency Situations (VNII GOChS) of the Russian Emergencies Ministry.

Earlier, the press service of the institute reported that 15 GOSTs would be prepared for different systems. And now one of these 15, concerning the “112” system, has been approved by Rosstandart and will come into effect on February 1, 2022.

Although it is advisory in nature, it is still important because it is the first time it prescribes norms for this new system. For example, it establishes the basic requirements for the information interaction of 112 operators with representatives of other departments, as well as for the number and qualifications of personnel in the 112 system.

Also, the standard, among other things, regulates the time of reception, processing and transmission of alarm calls.

“One of the important parts of GOST is the recommended 12 parameters of the time for receiving, processing and transferring calls. In accordance with the standard, the average time allotted for interrogating a caller at 112 and identifying the situation is 75 seconds. , the operator must call back using the auto-dialing function at least three times within 10 seconds, “the developer told TASS news agency.

At the same time, after the conversation was interrupted and the operator called the subscriber back, and he for some reason does not answer, then the waiting time for an answer is one minute. The operator can then drop the call.

Also, the new standard establishes the time for notifying the duty dispatcher services about an incident (01, 02, 03, 04 and others). It’s half a minute. The time is counted from the moment the conversation with the victim or witness of the incident starts until the information is delivered to the dispatchers of the necessary operational services.

That is, it turns out that even during the call, the operator-112, having received and registered a message with a request for help, simultaneously sends it immediately to those services whose response is required in each specific situation. This can be the traffic police, the Ministry of Emergency Situations, an ambulance, the police, and even the FSB, if, say, we are talking about a terrorist attack.

“The standard specifies that the call is removed from control only after the involved dispatching services on duty report the completion of the response. That is why everyone can be sure that his call will not be left unattended,” the VNII GO ES explained.
