The Senate, dominated by the right, approved on Tuesday, despite opposition from the left, a “renovated” regime of sanctions for RSA recipients who fail to meet their obligations, including a new measure called “suspension-remobilization”.

The bill “for full employment”, examined at first reading by senators since Monday, sets up more personalized and directive support for recipients of the Active Solidarity Income.

The Senate voted Monday evening the automatic registration of RSA beneficiaries on the list of job seekers and the generalization of a “contract of engagement”. In this “logic of rights and duties”, the bill makes it easier to implement sanctions for recipients who do not respect their obligations.

Before the ax of radiation, little applied, the payment of the RSA may be temporarily suspended, then resume when the person respects his commitments again, with a retroactive regularization. The senators limited to three months of RSA the sums that can be paid retroactively.

“Your reform is deadly”

As with the previous two articles, the left tried unsuccessfully to remove this sanctions regime “renovated”. “In a context of economic crisis of inflation for months your reform is deadly”, declared the communist senator Laurence Cohen.

“The new and increased sanctions will push some RSA recipients from precariousness to very great precariousness, even poverty”, warned socialist Émilienne Poumirol.

The Minister of Labor Olivier Dussopt refuted have “the will to aggravate or accentuate the sanctions”, since the government proposes “an intermediate sanction, lower than that which has existed since 1988, that is to say radiation”. “The reality is that the RSA is indeed a trap for insecurity, poverty, not by the amount of the allowance (607 euros for a single person, editor’s note), but by the lack of support”, a he added.

“The rate of return to employment of RSA beneficiaries is 3.9%, which is much lower than the average for job seekers which is 8.2%”, underlined the rapporteur LR Pascale Gruny.
