In December 2019, Russia and Belarus signed a roadmap to abolish roaming within the Union State. The Ministry of Communications and Informatization of Belarus then assured that all measures to cancel roaming should be completed by September 2020, but by this time the agreement could not be implemented. The dates were shifted to early April 2021, but after that they were postponed again.

Earlier today, at the Council of Ministers of the Union State in Minsk, Russian Prime Minister Mikhail Mishustin and Belarusian Prime Minister Roman Golovchenko signed all 28 union programs, which were agreed on the eve of the talks between Presidents Vladimir Putin and Alexander Lukashenko. They relate to the creation of common markets for oil, gas, electricity, the harmonization of customs, agricultural, labor, social legislation, the integration of information systems for control and labeling of goods and other issues of bilateral economic integration. In addition, Putin also announced yesterday that the gas price for Belarus will remain at the current year’s level in 2022.

Finally, the union programs will be approved within the framework of a separate decree, which will be signed by the heads of state at a meeting of the Supreme State Council (HCS) of the Union State. As Russian Foreign Minister Sergei Lavrov said today, this will happen in October this year.
